Professional Bio
Rebecca A. Hobbs, Esq., CELA®, is the Founder and Managing Attorney of Hobbs Legacy Law Group, LLC, where she focuses her practice on special needs planning, guardianship, benefits preservation, and advocacy for individuals with disabilities and their families.
Rebecca counsels individuals, parents, caregivers, trustees, and fiduciaries on first- and third-party special needs trusts, public benefits, and planning strategies designed to protect eligibility for Medicaid, Supplemental Security Income (SSI), and other means-tested benefits. She helps families develop comprehensive plans addressing not only financial security, but also future care, decision-making, advocacy, independence, and quality of life.
Rebecca also represents families in guardianship proceedings and advises on less restrictive alternatives, including powers of attorney, supported decision-making, and trusts. Her approach emphasizes preserving the individual's autonomy and dignity while ensuring appropriate protections are in place.
Rebecca is a Certified Elder Law Attorney (CELA®) by the National Elder Law Foundation, as authorized by the Pennsylvania Supreme Court, and is licensed in Pennsylvania and New Jersey. She was named a Pennsylvania Super Lawyer in 2026 after being selected as a Rising Star from 2017–2025 and has also been recognized as a Main Line Today and Chester County Top Lawyer.
An active member of the Special Needs Alliance, NAELA, and PAELA, Rebecca frequently lectures on special needs planning, guardianship, public benefits, and issues affecting individuals with disabilities.
